This is Dr. Alice Borealis, mad geneticist and expert cook, the character I play (and, mostly, write) in quantumduck's SmallWorld movies and stories.
Actually, the icon is of the cartoon version of her - QD wrote up a proposal for a Copyright for Hire cartoon show, and this is what Dr. Borealis would have looked like for that.
It is reasonable to think of the icon as a caricature of me as a mad scientist, though, if you prefer not worrying about the SmallWorld storylines
